JOHNSTON,R.F. C.B.E., Born 1874; educated at
University of Edinburgh and Magdalen; Gray Prizeman,
Edinburgh, 1894. Appointed Hong Kong Cadet 1998;
passed Cadet, 1901; Acting Secretary to Commissioner,
Weihaiwei, 1904–5; District Officer and Magistrate,
1906; seconded for duty as Tutor to Emperor of China,
1919; this ended in 1925.

Reports.
Commissioner Lockhart:- "One of the

ablest officers of whom I have had experience and I
regard him as possessed of abilities fitting him for
a much higher position than that which he now occupies.
As Assistant Colonial Secretary at Hong Kong he proved
himself as able as he was zealous. He showed a great
capacity for work and revealed a remarkable gift for
drafting despatches. He has shown himself here to be
most sympathetic in his dealings with natives, who
repose great confidence in him, and had discharged hie
duties to my entire satisfaction...
I strongly
recommend him for promotion, M
Commissioner Lockhart:- "An officer of
exceptional ability and has proved himself a most
efficient and reliable officer. It is, therefore,
difficult to understand why he has received no promotion
while his contemporaries have been advanced to high
offices, one of them having just been appointed to the post
of Attorney-General of Hong Kong. His failure to receive
any recognition of his great ability and highly
meritorious service may be partly due to his bad
fortune in having had to serve in a dependency which
attracts little or no notice, public or official".
Commissioner Lockhart;- ( on Mr.Johnston's
departure for Perkin) "Will be a very great loss to the
service of this Government. I regard him as one of
the most capable and efficient officers whom I have
met during my service of forty years. It has been a
great disappointment to me that his excellent services
and great administrative ability have not received
